Why can't I create an audience from from FB.Bussiness.com?

When I go to Facebook.Business.com I follow the steps to create an audience but up to the point where I click ‘Ads Manager’ then ‘Audiences’ The page looks like if I need to already have an audience connected to my account.

Did I miss a step along the way? Or is not having a personal Facebook account affecting me?
Please Help, thanks.
