Fortunately, I had a few domains already I could use and just by following the instructions I was able to easily get the domain up.
I wonder why we need a domain and website though in the first place if we are ultimately just linking to the hoplink page anyway?

Hi @mindsetferg! To promote any kind of affiliate offer on any advertising network (Google ads, Facebook Ads, Bing…), you cannot use the direct hoplink / affiliate link / redirecting link, these kinds of promotions are always rejected/disapproved.
You’d need to have a website/presell/landing page of your own that complies with the network’s policy in order to promote the offer. This is to ensure that the ads or links that are being promoted/advertise are made by a real/legit person.
